What about something like an americorp for out of work people...need infrastructure work....do the math.
Train for manual or whatever area of expertise. Work that for the community and go to school or training in the field of your interest. 2 year commitment (negotiable).

You have to speak logically to each group.
Water.......try to conserve as much as possible. This supersedes everything. We can't live without it and that should be regulated.
